      This standard was evaluated during the investigation and was found to be deficient. A child jumped over a fence of the operation's playground and walked down the sidewalk unsupervised by the operation's caregiver. The child then returned to the playground through a gate located on the other side of the playground. Two other children were observed climbing up the fence and throwing objects over the fence via video footage.
