      This standard was evaluated for the investigation and was found to be deficient. Through review of video and interviews with the child, staff and parents, it was determined that a caregiver moved a child away from an area by putting their hand on the child's head and pushing the child's head back causing the child's neck to move. When the child cried after being pushed, the caregiver did not comfort the child.
