A caregiver did not have classroom control. The children were observed running and not listening to the instructions given by the caregiver, causing the caregiver to have to use higher than normal voice tones to gain the attention of the children.

Each time a parent came to sign a child out, a caregiver was observed leaving the group of children with one caregiver to go open the door for the parent.
