Observed the mulch used for loose fill, to be packed and grass growing through. The loose fill has been packed down making the loose fill hard like the ground beneath it.

Responsibilities of Caregivers- Supervision of Children
A caregiver who opened the door for licensing walked into a classroom that had children in it and there were no other staff in the room. I asked the caregiver who was watching the children and it was stated another caregiver was watching that room and another room at the same time. I explained proper supervision.
