    A caregiver put a mobile infant in the highchair, attached to a table, and did not fasten the safety belt. The caregiver then walked away and engaged in conversation with another caregiver. The child crawled out of the seat onto the table, then fell off the table causing an injury. The teacher did not respond immediately to the child.
