At arrival the director was present in a classroom providing ratio support and was unable to immediately perform required director duties, including access to and review of required records. The licensing representative arrived and due to staffing needs, the director remained in the classroom until approximately an hour until another staff member arrived to relieve her. As a result, licensing waited approximately one hour before the director was available to retrieve and present records for review. It was determined that the operation is having ongoing staffing challenges that have limited the director's ability to consistently perform director responsibilities as required.
